it depends on the teacher,
and the schools rules.
because likely, they could do whatever they wanted,
but the class would think it would be funny
so it really wouldnt be a punishment.

I don’t believe he can legally as it would be described as hazing, but if the teacher puts the outfit on the class clown, then it could easily be laughed off by all parties.

Unless the boy was a class clown or someone very popular who will make it into a joke, even then though parents might complain. Otherwise no, it would almost be bullying.
